The carrier believes its position is pretty consistent with the message published by the White House last week.
Do you think such policy is reasonable? Sure, the decision taken by the Librarian of Congress is very comfortable for AT&T since it must permit you to unlock your iPhone, and if you choose to unlock it yourself you’ll be charged with a crime.
